The International Telecommunications Union (ITU) ranked Bahrain favorably in its 2003 Digital Access Index. The rankings took into account a variety of factors, including Internet penetration, IT investment, literacy rates, etc. UN members states were given a score ranging from 0.0 to 1.00, with 1.00 being a perfect score. Countries were then categorized into four different categories: high access, upper access, medium access and low access. Bahrain was rated in the upper access category with a score of .60, on par with the Bahamas, Hungary and Poland. Here are a few other scores just for comparison:
