Part of the documents for these covert operations have been declassified already. So, I do not see any reason to quote Ventura’s statement and to rely only on it concerning this issue. The above mentioned acts of US state terrorism were aimed against Castro regime, but their direct targets were US and Cuban innocent citizens and civil facilities. (E.g. typical terrorist’s way of thinking: “the goal justifies use of any means”). These terrorist acts had been planned in the early 1960s as a substantial part of two covert operations: 1.
