The prisoners must be constantly reminded that they are not in control of the situation... the flow of electricity, water and other essential services are often cut off as to provide a feeling of despair and hopelessness. The theory seems to be that prisoners, even those that are innocent, must be punished... this way they rebel eventually giving cause to the occupier to cry fowl and eliminate them, hundreds at a time.
