The pool is a public, municipal pool, not some privately owned country club (in which case racism would also be problematic, but harder to prove). Yes there are some youths, both Jewish and Arabic who sometimes get into unpleasant fights. That is a good reason to undertake educational work, youth work and if that doesn't work, perhaps not allow those very specific kids into the pool. By accusing a whole community and making the pool not available to them (in my eyes just a "terutz) on a general public day, offical aprtheid has become a policy.
