We are not talking here about visitors such as the 5 million Palestinian refugees whom Israel has refused to allow to return to their homes after being expelled by force and fear when Israel was founded in 1948. Rather, the issue now is that foreigners who desire to visit the occupied Palestinian territory are being denied entry into Israel.

The PA’s ultimate act of resistance

An international battle for recognition of a Palestinian state must be based on a clear vision and preparedness to confront Israeli actions. For international support alone will not lead to the creation of a Palestinian state. Regardless of whether Palestinians opt for a one- or two-state solution, they cannot avoid a battle to end the occupation under which they currently live.
The PA cannot be taken seriously as long as it accommodates Israeli terms and demands. Israel continues to prevent the movement of goods and people, to conduct raids and arrests in the West Bank and East Jerusalem and to strike at the Gaza Strip. Thus a prerequisite for any significant Palestinian move must be an immediate halt to security coordination between Israel and the PA.

The returning issue of Palestine’s refugees

Israel’s recognition of Palestinian refugee rights and its agreement to provide reparation and meaningful refugee choice in the exercise of these rights will not change the reality in the Middle East overnight, nor will it lead to an existential crisis for Israel. What it will certainly do is mark the beginning of a new reality that will no longer be rooted in repression, denial of rights, and discrimination. In other words, it will lead to a lasting peace – the kind of peace envisaged by Lord Bernadotte and hoped for by Palestinians and Israelis alike.
