class="wp-caption-text">By Bendib</p></div>Given the historical nature of the public mind, few people will recall that as the United States prepared to enter World War I, American citizens were quite exercised over the issue of "open diplomacy." Indeed, at the time, President Woodrow Wilson made it the number one issue of his fourteen points–the points that constituted U.S. war aims, and so the ones for which some 320,518 American soldiers were killed or wounded in the subsequent year. Here is how the president put it while addressing Congress on 8 January 1918. <a
href="http://www.historyplace.com/speeches/wilson-points.htm" target="_blank">"The program of the world's peace...is our program"</a> and among the fourteen prerequisites to peace is "1. Open covenants of peace must be arrived at, after which there will surely be no private international action or rulings of any kind, but diplomacy shall proceed always frankly and in the public view."<br

/> Why did Wilson make this number one on his list of war aims? Because those Americans who paid attention to such issues did not trust the European style of international relations. They thought it was corrupt and tainted by narrow interest that seemed always to lead to conflict. This was one of the beliefs that encouraged American isolationism. However, Wilson was not an isolationist. He wanted the United States to engage in the world and take a leadership position. He imagined that America was a morally superior nation and its involvement in international affairs would make the world better. "Diplomacy proceeding frankly and in the public view" was his first move in the effort to assert that idealistic American leadership. So what would Woodrow Wilson, or for that matter the educated and aware American citizen supporting him in 1918, say about Secretary of State Hilary Clinton and other U.S. officials and "pundits" running about and insisting on the absolute need for secret diplomacy, while calling those who defy that standard criminals? What indeed?!</p><p><strong>Historical Need</strong></p><p>The truth is that there has always been a gap between the interests of the general citizenry and interests as they take shape at the level of state policy. It is within that gap that secret diplomacy thrives. One can see this most clearly in the case of dictatorships. For instance, if you travel about the Middle East, say to Jordan or Egypt, everyone takes it for granted that there is no connection between the business of the people and the business of the state. The state is run by narrow elites who make policy according to their own needs and the public plays no role and is given little consideration. Its fate is to be lied to and manipulated. So, of course, those elites are going to operate from back rooms and behind censored media. The person on the street knows this to be so and accepts it because, if he or she protests, the "security" services will come after them. They will be charged with endangering the state or framed for some other crime. And their lives will be ruined.</p><p>But what about democracies? Well, the truth is that they too are run by political and economic elites whose interests are rarely the same as the general public. That is why, when the government uses the term "national interest," one should always be suspicious. When it comes to foreign policy this can be most clearly seen in the policies long adopted toward places like Cuba and Israel. A very good argument can be made that the policies pursued for decades by the US government toward these two nations is no more than product of special interest manipulation with no reference to actual national interest or well being. Indeed, in the former case it led to an illegal invasion of Cuba by US backed forces in 1961 and no doubt encouraged the Cubans to allow Soviet missiles on their territory in 1962. The latter has contributed to numerous disastrous actions on the part of the US in the Middle East out of which came the attack on September 11, 2001. None of this is in the interest of anyone other than the elites whose semi-secret machinations lead to the policies pursued.</p><p>The difference between dictatorships and democracies are ones of style and, in a democracy, the option to shift emphasis in terms of elite interests served, each time there is an election. Democratic elites have learned that they do not need to rely on the brute force characteristic of dictatorships as long as they can sufficiently control the public information environment. You restrict meaningful free speech to the fringes of the media, to the "outliers" along the information bell curve. You rely on the sociological fact that the vast majority of citizens will either pay no attention to that which they find irrelevant to their immediate lives, or they will believe the official story line about places and happenings of which they are otherwise ignorant. Once you have identified the official story line with the official policy being pursued, loyalty to the policy comes to equate to patriotism. It is a shockingly simple formula and it usually works. Given this scenario, Woodrow Wilson and his notion of open diplomacy represents an historical anomaly. When, in 1919, he arrived at Versailles for the peace conference the representatives of Britain, France and Italy thought him a hopeless idealist. And perhaps he really was.</p><p><strong>Incompatibility with Democracy</strong></p><p>Whether Wilson was or was not an idealist cannot affect the fact that secret diplomacy almost never represents the public interest. It cannot affect the fact that an honest assessment of secret diplomacy, an honest look at what most of the time it has historically wrought, leads to the conclusion that it is harmful. It often leads to unnecessary conflict and it undermines the democratic process because it denies the public's right to know what is being done in its name. And, in a democracy, it cannot be sustained without the help of massive state lying and propaganda.</p><p>So, what does that say about those American leaders railing against Wikileaks and crying for Julian Assange's head? Does it mean, to use Noam Chomsky's characterization, that they have a <a
href="http://chomsky.info/interviews/20101130.htm" target="_blank">"deep hatred for democracy"</a>? I doubt they have thought it out that far. <a
href="http://www.newyorker.com/online/blogs/closeread/2010/12/banishing-wikileaks.html" target="_blank">Some of them</a>, such as Sarah Palin, who wants Assange hunted down like Osama bin Laden (which means, I guess, hunted down ineffectively), Newt Gingrich, who likens Assange to an "enemy combatant," and Bill Kristol who wants the government to kidnap and then "whack" Assange, are personalities of the extreme right who essentially advocate the policies of dictators. It is not hard to identify these folks with a particular ideology and elite interest group. Others, like <a
href="http://www.newyorker.com/online/blogs/closeread/2010/12/banishing-wikileaks.html" target="_blank">Senator Joseph Lieberman</a>, have done their utmost to shut down Wikileaks through pressuring on-line operators such as Amazon who, until recently, have cooperated with the whistle blowing website. Lieberman has taken it upon himself to use his political clout to determine what the entire American population can and cannot know. Is Joe Lieberman doing all this for the public good? It is unlikely. He does declare, with a lot of righteous indignation, that the information Wikileaks has made public is "stolen." Yet, as <a
href="http://en.wikipedia.org/wiki/Julian_Assange" target="_blank">Daniel Ellsberg</a> has suggested, Julian Assange and Wikileaks are "serving our [American] democracy and serving our rule of law precisely by challenging the secrecy regulations, which <em>are not laws in most cases, in this country.</em>" In other words, Lieberman is on shaky legal grounds when he throws around a word like "stolen." But, I suspect he cares little about this and his real motivation is probably special interest driven. Given Liberman's history as an obsessive devotee of Israel, would he be so fixated on Wikileaks if the Zionist state was not embarrassingly involved in recent revelations?</p><p><strong>Conclusion</strong></p><p>Woodrow Wilson had it wrong about America. However, those circumstances should be exceptional. They should not constitute the norm. And, there should be clear criteria as to what constitutes such circumstances. Arriving at those criteria should be part of a widespread public debate over a seminal right– the right to know what your government is doing in your name. At this point you might ask, what widespread public debate? Well, the one that supporters of Julian Assange and Wikileaks are trying desperately to begin.</p><p><em>* <a

Let us further suppose that that individual violated his trust in the most egregious and vile fashion, offering to sell the information to anyone, but eventually settling on a nation ostensibly friendly to the US but not in any way a formal ally. The individual then proceeded to deliver defense secrets literally by the carload, not only information that might plausibly have been construed as relevant to the buyer’s own security, but also strategic defense information that could conceivably have led to the deaths of millions of American citizens. That information was then bartered and re-sold to an enemy who was in a position to use it to devastate the United States, together with sources and methods information on intelligence operations that in short order led to the deaths of many American citizens and also foreigners who had been cooperating with the United States.<br

/> Let us further suppose that the individual who stole the secrets was eventually caught because the sheer volume of what he was stealing was detected in spite of the indolence and incompetence of his superiors and he was convicted and imprisoned for life. In the damage assessment made after the arrest, it was determined that the espionage had been the most devastating ever experienced by the United States of America, both in volume and in the sensitivity of the information that had been betrayed.</p><p>Fast forward a few years. The country that paid the man to steal the secrets becomes a major beneficiary of US assistance and uses the money to set up a lobbying organization that effectively manages key players in the federal government and the media, making it virtually invulnerable to any criticism. Pumped up by hubris, that country seeks on several occasions to obtain the freedom of its spy, claiming inaccurately that he was only taking information used for purely defensive purposes. Fast forward a few more years and legislators in the US Congress known to be advocates of the foreign country that bought the secrets join in, calling for the release of the convicted spy. The media, also compromised and in the pockets of the foreign lobby, obligingly does not report the tale of American legislators who have apparently sold out.</p><p>I am, of course, referring to Jonathan Pollard and his friends in Israel and the United States. Pollard did <a
href="http://turcopolier.typepad.com/sic_semper_tyrannis/2010/09/israels-arrogance-pollard.html" target="_blank">more damage</a> to the United States than any spy in history. And it was genuine damage, not just a mass of documents that had been routinely classified. Pollard’s Israeli handler, aided by someone in the White House who has up until now evaded arrest, was able to ask for specific classified documents by name and number. The Soviets obtained US war plans, passed to them by the Israelis in exchange for money and free emigration of Russian Jews without any regard for the damage it was doing to the United States. The KGB was able to use the mass of information to reconstruct US intelligence operations directed against it and a number of Americans and US agents paid with their lives. Pollard also revealed to the Israelis and Soviets the technical and human source capabilities that US intelligence did and did not have, which is the most critical information of all as it underlies all information collection efforts. Compounding the problem, the United States has never actually been able to accurately ascertain all of the damage done by Pollard because the Israeli government has refused to cooperate in the investigation and has not returned the documents that were stolen.</p><p>And make no mistake, Pollard did it for money. He has since wrapped himself in the Israeli flag and promoted himself as an observant Jew to justify his crime and to obtain his freedom. He is reported to be a very popular person in Israel, an Israeli citizen by act of parliament, and there is a square in Jerusalem that has been renamed <a
href="http://en.wikipedia.org/wiki/Jonathan_Pollard" target="_blank">"Freedom for Jonathan Pollard Square."</a> There is also an active <a
href="http://www.jonathanpollard.org/" target="_blank">"Justice for Jonathan Pollard"</a> movement in the United States <a
href="http://www.israelnewsagency.com/americanconferenceisrael63960215.html" target="_blank">supported</a> by the heavyweight Conference of Presidents of Major American Jewish Organizations. Never before has there been such a transformation, with a despicable lowlife spy who sold out his country for money turned into a hero.</p><p>Pollard is just one symptom of the asymmetrical relationship that makes many mutter "wag the dog" whenever the subject of Israel comes up. If ever a foreign country has stuck its thumb in the eye of Uncle Sam, it is Israel in its willingness to take the United States for a ride while always demanding still more. And when it demands more it is invariably given more, with US politicians and mainstream media ever willing to genuflect and do what is right for the kleptocracy in charge in Tel Aviv.</p><p>The latest criminal outrage is a <a
href="http://jta.org/news/article/2010/09/23/2741029/four-dems-urge-pollard-clemency" target="_blank">quartet of congressmen</a> who are calling on the Obama Administration to free Pollard to "advance the Israeli-Palestinian peace talks." Well, first of all, everyone knows that the talks are kabuki, designed to accomplish absolutely nothing while advancing the standing of Obama prior to the US congressional elections in November. Israel continues its creeping annexation of the West Bank aided and abetted by Washington, which will do nothing substantive to stop the illegal and immoral activity. Abbas presumably is being bought off to stay silent while the play unfolds and Hamas, which should be sitting at the table, has been excluded.</p><p>That means that the congressmen in question, who actually took an oath to uphold the US Constitution, know that they are doing nothing but throwing yet another bone to Israel. The congressmen are Barney Franks of Massachusetts, Edolphus Towns of New York, Anthony Weiner also of New York, and Bill Pascrell of New Jersey. Mark their names well. Franks and Weiner are presumably acting due to tribal solidarity, but Pascrell and Towns are the straight men in the routine, brought along to make the Free Pollard movement appear to be less than a complete ethnically based sell out.</p><p>It is time for the American people to rise up and throw these bums out. Putting them in jail for malfeasance and corruption would be even better. I would like to see a panel of USS Liberty survivors and widows and orphans of the dead intelligence officers question Franks, Weiner, Pascrell, and Towns about their plan to free Pollard. Better still, I would like to see some US veterans groups and their publications develop a backbone and take up the cause, finally saying that enough is enough since it is our soldiers, sailors, and airmen who have paid the price in their blood for the Israeli connection. And then there is the intelligence community. Its leading lobby, Association of Former Intelligence Officers (AFIO), has long ignored Israeli espionage and prefers to regularly express concern about <a
href="http://www.afio.com/21_publications.htm" target="_blank">"Islamofascism."</a> Look in your own backyard folks, it is the Israelis who are skinning us alive, not the Muslims, and Pollard is the poster child of what exactly is being done to us. He is sometimes cited as proof that spies for Israel are caught and punished, but the truth is that he is the only one who has done hard time in jail and only because of the enormity of his crime while all the others have somehow slipped through our criminal justice system. Franks, Weiner, Pascrell, and Towns are only the latest in a long line of collaborator politicians who should sometimes sit back and ponder where their loyalty actually lies. If they persist in their Pollard campaign, they should be regarded as not fit to sit in the congress of the United States. And that goes for anyone else who decides to lobby on behalf of Pollard.</p><p>An opportunity is coming in November to remove the snakes from Congress. Let’s organize to get rid of Franks, Weiner, Pascrell, and Towns. To be sure they will be replaced by others who are probably just as attached to Israel or fearful of its lobby as they are, but the time will inevitably come when allegiance to a foreign nation that is a strategic liability for the United States will become unseemly. May that day come soon.</p><p><em>* <a

Among nations considered to be friendly to Washington, Israel leads all others in its active espionage directed against American companies and the Defense Department. It also dominates two commercial sectors that enable it to extend its reach inside America's domestic infrastructure: airline and telecommunications security. Israel is believed to have the ability to monitor nearly all phone records originating in the United States, while numerous Israeli air-travel security companies are known to act as the local Mossad stations.</p><p>As tensions with Iran increase, sources in the counterintelligence community report that Israeli agents have become more aggressive in targeting Muslims living in the United States as well as in operating against critics. There have been a number of cases reported to the FBI about Mossad officers who have approached leaders in Arab-American communities and have falsely represented themselves as "U.S. intelligence." Because few Muslims would assist an Israeli, this is done to increase the likelihood that the target will cooperate. It's referred to as a "false flag" operation.<br

/> Mossad officers sought to recruit Arab-Americans as sources willing to inform on their associates and neighbors. The approaches, which took place in New York and New Jersey, were reportedly handled clumsily, making the targets of the operation suspicious. These Arab-Americans turned down the requests for cooperation, and some of the contacts were eventually reported to the FBI, which has determined that at least two of the Mossad officers are, ironically, Israeli Arabs operating out of Israel's mission to the United Nations in New York under cover as consular assistants.</p><p>In another bizarre case, U.S.S. Liberty survivor Phil Tourney was recently accosted in Southern California by a foreigner who eventually identified himself as an Israeli government representative. Tourney was taunted, and the Israeli threatened both him and journalist Mark Glenn, who has been reporting on the Liberty story. Tourney was approached in a hotel lounge, and it is not completely clear how the Israeli was able to identify him. But he knew exactly who Tourney was, as the official referred to the Liberty, saying that the people who had been killed on board had gotten what they deserved. There were a number of witnesses to the incident, including Tourney's wife. The threat has been reported to the FBI, which is investigating, but Tourney and Glenn believe that the incident is not being taken seriously by the bureau.</p><p><a

Nozette, an aerospace scientist with a top secret clearance and access to highly sensitive information, offered to sell classified material to a man he believed to be a Mossad officer, but who instead turned out to be with the FBI. Nozette has been in jail since October, but he has now been granted an additional 90-day delay so his lawyers can review the documents in the government's case, many of which are classified. If Nozette demands that sensitive information be used in his defense, his case will likely follow the pattern set in the nine-times-postponed trial of AIPAC spies Steve Rosen and Keith Weissman, who were ultimately acquitted in April 2009 when prosecutors determined that they could not make their case without doing significant damage to national security. A month after Rosen and Weissman were freed, Ben-Ami Kadish, who admitted to providing defense secrets to Israel while working as an engineer at Picatinny Arsenal in New Jersey, walked out of a Manhattan court after paying a fine. He did no jail time and continues to receive his substantial Defense Department pension.</p><p>The mainstream media reported the Rosen and Weissman trial intermittently, but there was virtually no coverage of Ben-Ami Kadish, and there has been even less of Nozette. Compare that with the recent reporting on the Russian spies who, by all accounts, did almost nothing and never obtained any classified information. This is the document "heard round the world."</p><p>Meetings are being held in New York to set up a conference for 2012 to guarantee that the Middle East is nuclear free. Israel has been informed that it will not be able to hide behind denials and that the nuclear arsenal put on the sale block by Israel in 1975, and nobody knows how many times since, has to go. When Israel was finally caught, it changed at least one part of a game, but the game will go on.<br

/> What does it mean? Neither South Africa nor Israel is admitting that the nukes were delivered. General beliefs are that they were, a real shock to Nelson Mandela when he took office, from prisoner of apartheid to commander of a nuclear power. What is proven by this is that Israel was, even 35 years ago, a nuclear state, in direct violation of numerous international treaties. It also proves that Israel offered nukes to South Africa, a rogue nation under sanctions that covered not only any weapons but trade as well. This made Israel a criminal state and Mr. Peres a war criminal.</p><p>More than that, it makes any aid America gives Israel illegal. If Israel is nuclear, which is now official, and in violation of international treaties, just as with Iraq and Iran, then America has to demand inspections and disarmament. There is no choice. This is the law. Law for Iran, law for Iraq is also law for Israel. Israel has expected this day for years. The US can't give or sell arms to any country with an illegal nuclear arsenal. Worse than this, we are sworn to defend the world from any nation that would spread nuclear weapons, a charge made by the South African government, one that has been made before, but can no longer be ignored.</p><p>How did Russia get the bomb? Americans gave Russia the technologies, not just Americans but Zionists: Julius and Ethel Rosenberg, Morris Cohen, Martin Sobell, David Greenglass, Klaus Fuchs and Harry Gold. This was a couple of years before the establishment of the State of Israel or we would have called them all Israeli-Americans. They believed that America couldn't be trusted and that infamous mass murderer Josef Stalin could. From this point on, spying against America, everything from secret weapons to defense plans, everything America depended on to stay safe was stolen and sold to Russia, China or North Korea by spy organizations run out of Israel.</p><p>The Rosenbergs died, executed for their crimes. They were communists and believed in what they were doing. Today this isn't the case. America's military secrets are being peddled around the world for money, to keep the world on edge and have built Israel into a military superpower based on stolen American technology and, we are told, a nuclear arsenal built from stolen American designs and fueled with 2.5 tons of "misplaced" plutonium, one of the great secrets of our era.</p><p>America's nuclear program, Livermore Labs, Oak Ridge, Hanford, Rocky Flats, Fernald, Pantax, Portsmouth, Mound, Pinellas, Savannah River, Sandia Labs, Los Alamos and more, needed to enrich uranium, design and fabricate nuclear weapons is vast, covering enough area to encompass some states. Tens of thousands of employees, hundreds of billions of dollars and physical facilities so large they could be seen from the moon are involved. Yet, by 1975, not only was Israel armed to the teeth with nukes, a tiny country, but had so many they could sell them on the open market like gumdrops.</p><p>The only possible answer was that America was supplying Israel with weapons grade fissionable material, plutonium or uranium 235. A number of investigators and whistleblowers have tracked these shipments to NUMEC in Pennsylvania and to France. I have spoken with some who were involved in the investigation. No report has been made. Everyone involved has been discredited or silenced. Is it a rumor or did Israel kill the Kennedys for trying to create a "nuclear free" Middle East? As this is the only very strong motivation for the assassinations that has never been made into a movie or filmed in a TV series or documentary, I am putting my money on this. John F. Kennedy may have signed his own death warrant when he sent the final demand to Israeli President David Ben Gurion on July 5, 1963 demanding inspection of the Dimona nuclear facility. Ben Gurion resigned rather than receive the letter and before a new demand could reach Tel Aviv, Kennedy was dead.</p><p>The world is a funny place. With 95% of the world's weapons design and development being done in the US, why is it that American technologies show up in enemy hands continually? Could the long history of Israeli spying against the US be involved?</p><p>Every advanced technology given by the US to Israel is reverse engineered and peddled to Venezuela, North Korea, China or the highest bidder. Any technology not offered is stolen. The game? With the photo of a pretty young woman who logged in with an Israeli name, the Shiite military is supposed to have built up contact to elite soldiers and elicited secret information,  this was reported by the Israeli News portal <a
href="http://www.mysay.co.il/">MySay.co.il</a></p><p>The facebook page of Reut Zuckerman, who is lying on a sofa beaming into the camera in her profile photo went online about a year ago. The people behind the site made contact with numerous Israeli army soldiers. MySay reports that about 200 soldiers and reservists were on Zuckerman's friends list.</p><p>Zuckerman concentrated particularly on an elite unite of paratroopers. Apparently many of the men suspected that the woman was herself an Israeli soldier in a special unit. The people behind the site worked slowly to gain the confidence of the soldiers and are reported to have gained key information regarding the activities of the unit in question.</p><p>The men in the unit gave their Facebook friend names of members of the unit, jargon, secret codes, and detailed descriptions of  bases .  Some of the soldiers began to be suspicious only after about a year when they realized how many soldiers in the elite unit were named as her friends. The 1955 purchase of the Apollo Steel Company plant in Pennsylvania was financed by David Lowenthal, a close friend of Israel's first prime minister and a former member of the Haganah, the precursor to the Israeli army. The following year, Dr. Zalman Shapiro, head of a local Zionist Organization of America chapter, incorporated the Nuclear Materials and Equipment Corporation (NUMEC) at Apollo. Before long, NUMEC was receiving large quantities of highly enriched uranium and plutonium from Westinghouse and the U.S. Navy for nuclear reprocessing.</p><p>By the 1960s, the Atomic Energy Commission (AEC) became suspicious of security lapses at NUMEC, and even considered suspending its "classified weapons work." A 1965 AEC audit discovered that 220 pounds of highly enriched uranium were unaccounted for. The following year, the FBI launched its own investigation, codenamed Project Divert, to monitor NUMEC's management and its frequent Israeli visitors. Nevertheless, the diversion of nuclear material to Israel continued unabated. After a September 10, 1968 visit by four Israelis, including Mossad agent Rafi Eitan, a further 587 pounds of highly enriched uranium went missing.</p><p>Israel's nuclear espionage against the United States didn't end with its accession to the nuclear club in the late 1960s, however. As former FBI translator <a
href="http://video.google.com/videoplay?docid=6063340745569143497">Sibel Edmonds</a> revealed, its smuggling network received crucial assistance from three high-ranking officials in the George W. Bush administration. All three have close ties to Israel's military-industrial complex.</p><p>According to the FBI whistleblower, Richard Perle and Douglas Feith provided Marc Grossman, the third highest-ranking official in the State Department, with a list of Department of Defense employees with access to sensitive data, including nuclear technology. The list also included highly sensitive personal details, such as sexual preference, problems with gambling or alcoholism, and how much they owed on their mortgages. Grossman then passed on the information to Israeli and Turkish agents, who used it to "hook" those Pentagon officials. In addition, as Edmonds <a
href="http://www.scribd.com/doc/19098316/Whistleblower-Sibel-Edmonds-Ohio-deposition-Schmidt-v-Krikorian">testified</a> in an Ohio court case, the foreign operatives had recruited people "on almost every major nuclear facility in the United States."</p><p>After Israel and Turkey took what they wanted from the pilfered secrets, their agents offered what was left to the highest bidder. href="http://www.military.com/news/article/ex-fbi-translator-claims-spying-at-dod.html">Military.com</a></em>, nuclear information was sold on the black market, where anyone-even al-Qaeda-could buy it.</p><p>So then, it would seem that those who shout loudest about the threat of terrorists-namely, neoconservatives like Perle, Feith and Grossman and their Israeli counterparts-are the very ones who are aiding them, at least indirectly, to acquire those much touted weapons of mass destruction.</p><p>But why, one might reasonably ask, would Israeli agents help their supposed enemies get hold of the bomb?</p><p>Well, what would be the likely outcome if Obama's worst fears of a nuclear attack on the United States-<a

And it doesn't require an advanced degree in game theory to predict what America's reaction would be. The retaliation would be so swift and devastating that the designated evildoers might envy the fate of post-invasion Iraqis-also victims of <a

href="http://sabbah.biz">www.sabbah.biz</a></strong></p><p>Sibel Edmonds has a story to tell. She went to work as a Turkish and Farsi translator for the FBI five days after 9/11. Part of her job was to translate and transcribe recordings of conversations between suspected Turkish intelligence agents and their American contacts. She was fired from the FBI in April 2002 after she raised concerns that one of the translators in her section was a member of a Turkish organization that was under investigation for bribing senior government officials and members of Congress, drug trafficking, illegal weapons sales, money laundering, and nuclear proliferation. She appealed her termination, but was more alarmed that no effort was being made to address the corruption that she had been monitoring.</p><p>A Department of Justice inspector general's report called Edmonds's allegations "credible," "serious," and "warrant[ing] a thorough and careful review by the FBI." Ranking Senate Judiciary Committee members Pat Leahy (D-Vt.) and Chuck Grassley (R-Iowa) have backed her publicly. "60 Minutes" launched an investigation of her claims and found them believable. No one has ever disproved any of Edmonds's revelations, which she says can be verified by FBI investigative files.</p><p><span
id="more-5020"></span><br
/> John Ashcroft's Justice Department confirmed Edmonds's veracity in a backhanded way by twice invoking the dubious State Secrets Privilege so she could not tell what she knows. The ACLU has called her "the most gagged person in the history of the United States of America."</p><p>But on Aug. 8, she was finally able to testify under oath in a court case filed in Ohio and agreed to an interview with <em>The American Conservative</em> based on that testimony. What follows is her own account of what some consider the most incredible tale of corruption and influence peddling in recent times. As Sibel herself puts it, "If this were written up as a novel, no one would believe it."</p><p><center><strong>* * *</strong></center></p><p><strong>PHILIP GIRALDI:</strong> We were very interested to learn of your four-hour deposition in the case involving allegations that Congresswoman Jean Schmidt accepted money from the Turkish government in return for political favors. You provided many names and details for the first time on the record and swore an oath confirming that the deposition was true.</p><p>Basically, you map out a corruption scheme involving U.S. government employees and members of Congress and agents of foreign governments. These agents were able to obtain information that was either used directly by those foreign governments or sold to third parties, with the proceeds often used as bribes to breed further corruption. Let's start with the first government official you identified, Marc Grossman, then the third highest-ranking official at the State Department.</p><p><strong>SIBEL EDMONDS:</strong> During my work with the FBI, one of the major operational files that I was transcribing and translating started in late 1996 and continued until 2002, when I left the Bureau. Because the FBI had had no Turkish translators, these files were archived, but were considered to be very important operations. As part of the background, I was briefed about why these operations had been initiated and who the targets were.</p><p>Grossman became a person of interest early on in the investigative file while he was the U.S. ambassador to Turkey [1994-97], when he became personally involved with operatives both from the Turkish government and from suspected criminal groups. He also had suspicious contact with a number of official and non-official Israelis. Grossman was removed from Turkey short of tour during a scandal referred to as "Susurluk" by the media. It involved a number of high-level criminals as well as senior army and intelligence officers with whom he had been in contact.</p><p>Another individual who was working for Grossman, Air Force Major Douglas Dickerson, was also removed from Turkey and sent to Germany. After he and his Turkish wife Can returned to the U.S., he went to work for Douglas Feith and she was hired as an FBI Turkish translator. My complaints about her connection to Turkish lobbying groups led to my eventual firing.</p><p>Grossman and Dickerson had to leave the country because a big investigation had started in Turkey. Special prosecutors were appointed, and the case was headlined in England, Germany, Italy, and in some of the Balkan countries because the criminal groups were found to be active in all those places. A leading figure in the scandal, Mehmet EymÃ¼r, led a major paramilitary group for the Turkish intelligence service. To keep him from testifying, EymÃ¼r was sent by the Turkish government to the United States, where he worked for eight months as head of intelligence at the Turkish Embassy in Washington. He later became a U.S. citizen and now lives in McLean, Virginia. The central figure in this scandal was Abdullah Catli. In 1989, while "most wanted" by Interpol, he came to the U.S., was granted residency, and settled in Chicago, where he continued to conduct his operations until 1996.</p><p><strong>GIRALDI:</strong> So Grossman at this point comes back to the United States. He's rewarded with the third-highest position at the State Department, and he allegedly uses this position to do favors for "Turkish interests"-both for the Turkish government and for possible criminal interests. Sometimes, the two converge. The FBI is aware of his activities and is listening to his phone calls. When someone who is Turkish calls Grossman, the FBI monitors that individual's phone calls, and when the Turk calls a friend who is a Pakistani or an Egyptian or a Saudi, they monitor all those contacts, widening the net.</p><p><strong>EDMONDS:</strong> Correct.</p><p><strong>GIRALDI:</strong> And Grossman received money as a result. In one case, you said that a State Department colleague went to pick up a bag of money...</p><p><strong>EDMONDS:</strong> $14,000</p><p><strong>GIRALDI</strong>: What kind of information was Grossman giving to foreign countries? Did he give assistance to foreign individuals penetrating U.S. government labs and defense installations as has been reported? It's also been reported that he was the conduit to a group of congressmen who become, in a sense, the targets to be recruited as "agents of influence."</p><p><strong>EDMONDS</strong>: Yes, that's correct. Grossman assisted his Turkish and Israeli contacts directly, and he also facilitated access to members of Congress who might be inclined to help for reasons of their own or could be bribed into cooperation. The top person obtaining classified information was Congressman Tom Lantos. A Lantos associate, Alan Makovsky worked very closely with Dr. Sabri Sayari in Georgetown University, who is widely believed to be a Turkish spy. Lantos would give Makovsky highly classified policy-related documents obtained during defense briefings for passage to Israel because Makovsky was also working for the American Israel Public Affairs Committee (AIPAC).</p><p><strong>GIRALDI</strong>: Makovsky is now working for the Washington Institute for Near Eastern Policy, a pro-Israeli think tank.</p><p><strong>EDMONDS</strong>: Yes. Lantos was at the time probably the most outspoken supporter of Israel in Congress. AIPAC would take out the information from Lantos that was relevant to Israel, and they would give the rest of it to their Turkish associates. The Turks would go through the leftovers, take what they wanted, and then try to sell the rest. If there were something relevant to Pakistan, they would contact the ISI officer at the embassy and say, "We've got this and this, let's sit down and talk." And then they would sell it to the Pakistanis.</p><p><strong>GIRALDI</strong>: ISI-Pakistani intelligence-has been linked to the Pakistani nuclear proliferation program as well as to al-Qaeda and the Taliban.<br
/> So the FBI was monitoring these connections going from a congressman to a congressman's assistant to a foreign individual who is connected with intelligence to other intelligence people who are located at different embassies in Washington. And all of this information is in an FBI file somewhere?</p><p><strong>EDMONDS</strong>: Two sets of FBI files, but the AIPAC-related files and the Turkish files ended up converging in one. The FBI agents believed that they were looking at the same operation. It didn't start with AIPAC originally. It started with the Israeli Embassy. The original targets were intelligence officers under diplomatic cover in the Turkish Embassy and the Israeli Embassy. It was those contacts that led to the American Turkish Council and the Assembly of Turkish American Associations and then to AIPAC fronting for the Israelis. It moved forward from there.</p><p><strong>GIRALDI</strong>: So the FBI was monitoring people from the Israeli Embassy and the Turkish Embassy and one, might presume, the Pakistani Embassy as well?</p><p><strong>EDMONDS</strong>: They were the secondary target. They got leftovers from the Turks and Israelis. The FBI would intercept communications to try to identify who the diplomatic target's intelligence chief was, but then, in addition to that, there are individuals there, maybe the military attachÃ©, who had their own contacts who were operating independently of others in the embassy.</p><p><strong>GIRALDI</strong>: So the network starts with a person like Grossman in the State Department providing information that enables Turkish and Israeli intelligence officers to have access to people in Congress, who then provide classified information that winds up in the foreign embassies?</p><p><strong>EDMONDS</strong>: Absolutely. And we also had Pentagon officials doing the same thing. We were looking at Richard Perle and Douglas Feith. They had a list of individuals in the Pentagon broken down by access to certain types of information. Some of them would be policy related, some of them would be weapons-technology related, some of them would be nuclear-related. Perle and Feith would provide the names of those Americans, officials in the Pentagon, to Grossman, together with highly sensitive personal information: this person is a closet gay; this person has a chronic gambling issue; this person is an alcoholic. The files on the American targets would contain things like the size of their mortgages or whether they were going through divorces. One Air Force major I remember was going through a really nasty divorce and a child custody fight. They detailed all different kinds of vulnerabilities.</p><p><strong>GIRALDI</strong>: So they had access to their personnel files and also their security files and were illegally accessing this kind of information to give to foreign agents who exploited the vulnerabilities of these people to recruit them as sources of information?</p><p><strong>EDMONDS</strong>: Yes. Some of those individuals on the list were also working for the RAND Corporation. RAND ended up becoming one of the prime targets for these foreign agents.</p><p><strong>GIRALDI</strong>: RAND does highly classified research for the U.S. government. So they were setting up these people for recruitment as agents or as agents of influence?</p><p><strong>EDMONDS</strong>: Yes, and the RAND sources would be paid peanuts compared to what the information was worth when it was sold if it was not immediately useful for Turkey or Israel. They also had sources who were working in some midwestern Air Force bases. The sources would provide the information on CD's and DVD's. In one case, for example, a Turkish military attachÃ© got the disc and discovered that it was something really important, so he offered it to the Pakistani ISI person at the embassy, but the price was too high. Then a Turkish contact in Chicago said he knew two Saudi businessmen in Detroit who would be very interested in this information, and they would pay the price. So the Turkish military attachÃ© flew to Detroit with his assistant to make the sale.</p><p><strong>GIRALDI</strong>: We know Grossman was receiving money for services.</p><p><strong>EDMONDS</strong>: Yes. Sometimes he would give money to the people who were working with him, identified in phone calls on a first-name basis, whether it's a John or a Joe. He also took care of some other people, including his contact at the New York Times. Grossman would brag, "We just fax to our people at the New York Times. They print it under their names."</p><p><strong>GIRALDI</strong>: Did Feith and Perle receive any money that you know of?</p><p><strong>EDMONDS</strong>: No.</p><p><strong>GIRALDI</strong>: So they were doing favors for other reasons. Both Feith and Perle were lobbyists for Turkey and also were involved with Israel on defense contracts, including some for Northrop Grumman, which Feith represented in Israel.</p><p><strong>EDMONDS</strong>: They had arrangements with various companies, some of them members of the American Turkish Council. They had arrangements with Kissinger's group, with Northrop Grumman, with former secretary of state James Baker's group, and also with former national security adviser Brent Scowcroft.</p><p>The monitoring of the Turks picked up contacts with Feith, Wolfowitz, and Perle in the summer of 2001, four months before 9/11. They were discussing with the Turkish ambassador in Washington an arrangement whereby the U.S. would invade Iraq and divide the country. The UK would take the south, the rest would go to the U.S. They were negotiating what Turkey required in exchange for allowing an attack from Turkish soil. The Turks were very supportive, but wanted a three-part division of Iraq to include their own occupation of the Kurdish region. The three Defense Department officials said that would be more than they could agree to, but they continued daily communications to the ambassador and his defense attachÃ© in an attempt to convince them to help.</p><p>Meanwhile Scowcroft, who was also the chairman of the American Turkish Council, Baker, Richard Armitage, and Grossman began negotiating separately for a possible Turkish protectorate. Nothing was decided, and then 9/11 took place.</p><p>Scowcroft was all for invading Iraq in 2001 and even wrote a paper for the Pentagon explaining why the Turkish northern front would be essential. I know Scowcroft came off as a hero to some for saying he was against the war, but he was very much for it until his client's conditions were not met by the Bush administration.</p><p><strong>GIRALDI</strong>: Armitage was deputy secretary of state at the time Scowcroft and Baker were running their own consulting firms that were doing business with Turkey. Grossman had just become undersecretary, third in the State hierarchy behind Armitage.</p><p>You've previouly alluded to efforts by Grossman, as well as high-ranking officials at the Pentagon, to place Ph.D. students. Can you describe that in more detail?</p><p><strong>EDMONDS</strong>: The seeding operation started before Marc Grossman arrived at the State Department. The Turkish agents had a network of Turkish professors in various universities with access to government information. Their top source was a Turkish-born professor of nuclear physics at the Massachusetts Institute of Technology. He was useful because MIT would place a bunch of Ph.D. or graduate-level students in various nuclear facilities like Sandia or Los Alamos, and some of them were able to work for the Air Force. He would provide the list of Ph.D. students who should get these positions. In some cases, the Turkish military attachÃ© would ask that certain students be placed in important positions. And they were not necessarily all Turkish, but the ones they selected had struck deals with the Turkish agents to provide information in return for money. If for some reason they had difficulty getting a secuity clearance, Grossman would ensure that the State Department would arrange to clear them.</p><p>In exchange for the information that these students would provide, they would be paid $4,000 or $5,000. And the information that was sold to the two Saudis in Detroit went for something like $350,000 or $400,000.</p><p><strong>GIRALDI</strong>: This corruption wasn't confined to the State Department and the Pentagon-it infected Congress as well. You've named people like former House Speaker Dennis Hastert, now a registered agent of the Turkish government. In your deposition, you describe the process of breaking foreign-originated contributions into small units, $200 or less, so that the source didn't have to be reported. Was this the primary means of influencing congressmen, or did foreign agents exploit vulnerabilities to get what they wanted using something like blackmail?</p><p><strong>EDMONDS</strong>: In early 1997, because of the information that the FBI was getting on the Turkish diplomatic community, the Justice Department had already started to investigate several Republican congressmen. The number-one congressman involved with the Turkish community, both in terms of providing information and doing favors, was Bob Livingston. Number-two after him was Dan Burton, and then he became number-one until Hastert became the speaker of the House. Bill Clinton's attorney general, Janet Reno, was briefed on the investigations, and since they were Republicans, she authorized that they be continued.</p><p>Well, as the FBI developed more information, Tom Lantos was added to this list, and then they got a lot on Douglas Feith and Richard Perle and Marc Grossman. At this point, the Justice Department said they wanted the FBI to only focus on Congress, leaving the executive branch people out of it. But the FBI agents involved wanted to continue pursuing Perle and Feith because the Israeli Embassy was also connected. Then the Monica Lewinsky scandal erupted, and everything was placed on the back burner.</p><p>But some of the agents continued to investigate the congressional connection. In 1999, they wiretapped the congressmen directly. (Prior to that point they were getting all their information secondhand through FISA, as their primary targets were foreigners.) The questionably legal wiretap gave the perfect excuse to the Justice Department. As soon as they found out, they refused permission to monitor the congressmen and Grossman as primary targets. But the inquiry was kept alive in Chicago because the FBI office there was pursuing its own investigation. The epicenter of a lot of the foreign espionage activity was Chicago.</p><p><strong>GIRALDI</strong>: So the investigation stopped in Washington, but continued in Chicago?</p><p><strong>EDMONDS</strong>: Yes, and in 2000, another representative was added to the list, Jan Schakowsky, the Democratic congresswoman from Illinois. Turkish agents started gathering information on her, and they found out that she was bisexual. So a Turkish agent struck up a relationship with her. When Jan Schakowsky's mother died, the Turkish woman went to the funeral, hoping to exploit her vulnerability. They later were intimate in Schakowsky's townhouse, which had been set up with recording devices and hidden cameras. They needed Schakowsky and her husband Robert Creamer to perform certain illegal operational facilitations for them in Illinois. They already had Hastert, the mayor, and several other Illinois state senators involved. I don't know if Congresswoman Schakowsky ever was actually blackmailed or did anything for the Turkish woman.</p><p><strong>GIRALDI</strong>: So we have a pattern of corruption starting with government officials providing information to foreigners and helping them make contact with other Americans who had valuable information. Some of these officials, like Marc Grossman, were receiving money directly. Others were receiving business favors: Pentagon associates like Doug Feith and Richard Perle had interests in Israel and Turkey. The stolen information was being sold, and the money that was being generated was used to corrupt certain congressmen to influence policy and provide still more information-in many cases information related to nuclear technology.</p><p><strong>EDMONDS</strong>: As well as weapons technology, conventional weapons technology, and Pentagon policy-related information.</p><p><strong>GIRALDI</strong>: You also have information on al-Qaeda, specifically al-Qaeda in Central Asia and Bosnia. You were privy to conversations that suggested the CIA was supporting al-Qaeda in central Asia and the Balkans, training people to get money, get weapons, and this contact continued until 9/11...</p><p><strong>EDMONDS</strong>: I don't know if it was CIA. There were certain forces in the U.S. government who worked with the Turkish paramilitary groups, including Abdullah Ã‡atli's group, Fethullah GÃ¼len.</p><p><strong>GIRALDI</strong>: Well, that could be either Joint Special Operations Command or CIA.</p><p><strong>EDMONDS</strong>: Maybe in a lot of cases when they said State Department, they meant CIA?</p><p><strong>GIRALDI</strong>: When they said State Department, they probably meant CIA.</p><p><strong>EDMONDS</strong>: Okay. So these conversations, between 1997 and 2001, had to do with a Central Asia operation that involved bin Laden. Not once did anybody use the word "al-Qaeda." It was always "mujahideen," always "bin Laden" and, in fact, not "bin Laden" but "bin Ladens" plural. There were several bin Ladens who were going on private jets to Azerbaijan and Tajikistan. The Turkish ambassador in Azerbaijan worked with them.</p><p>There were bin Ladens, with the help of Pakistanis or Saudis, under our management. Marc Grossman was leading it, 100 percent, bringing people from East Turkestan into Kyrgyzstan, from Kyrgyzstan to Azerbaijan, from Azerbaijan some of them were being channeled to Chechnya, some of them were being channeled to Bosnia. From Turkey, they were putting all these bin Ladens on NATO planes. People and weapons went one way, drugs came back.</p><p><strong>GIRALDI</strong>: Was the U.S. government aware of this circular deal?</p><p><strong>EDMONDS</strong>: 100 percent. A lot of the drugs were going to Belgium with NATO planes. After that, they went to the UK, and a lot came to the U.S. via military planes to distribution centers in Chicago and Paterson, New Jersey. Turkish diplomats who would never be searched were coming with suitcases of heroin.</p><p><strong>GIRALDI</strong>: And, of course, none of this has been investigated. What do you think the chances are that the Obama administration will try to end this criminal activity?</p><p><strong>EDMONDS</strong>: Well, even during Obama's presidential campaign, I did not buy into his slogan of "change" being promoted by the media and, unfortunately, by the naÃ¯ve blogosphere. First of all, Obama's record as a senator, short as it was, spoke clearly. For all those changes that he was promising, he had done nothing. In fact, he had taken the opposite position, whether it was regarding the NSA's wiretapping or the issue of national-security whistleblowers. We whistleblowers had written to his Senate office. He never responded, even though he was on the relevant committees.</p><p>As soon as Obama became president, he showed us that the State Secrets Privilege was going to continue to be a tool of choice. It's an arcane executive privilege to cover up wrongdoing-in many cases, criminal activities. And the Obama administration has not only defended using the State Secrets Privilege, it has been trying to take it even further than the previous terrible administration by maintaining that the U.S. government has sovereign immunity. This is Obama's change: his administration seems to think it doesn't even have to invoke state secrets as our leaders are emperors who possess this sovereign immunity. This is not the kind of language that anybody in a democracy would use.</p><p>The other thing I noticed is how Chicago, with its culture of political corruption, is central to the new administration. When I saw that Obama's choice of chief of staff was Rahm Emanuel, knowing his relationship with Mayor Richard Daley and with the Hastert crowd, I knew we were not going to see positive changes. Changes possibly, but changes for the worse. src="http://sabbah.biz/mt/wp-content/uploads/2008/06/wpm52a7_1.png" alt="The Spy Who Loves Us" align="right" vspace="8" hspace="8" />After Israeli spy Jonathan Pollard was sentenced to life in prison in 1986, the U.S. negotiated an understanding with Israel-a "gentlemen's agreement" -stipulating that neither nation would thenceforth conduct espionage operations in the other's territory without consent. But the agreement was a sham from the beginning. The Israeli government didn't even honor its commitments in the aftermath of the Pollard case, failing to return the estimated 360 cubic feet of stolen information to enable the U.S. to conduct a damage assessment. The United States, for its part, continued to recruit and run agents inside Israel throughout the 1980s and 1990s. And it was known within the intelligence and counterintelligence communities that Israel did the same in the United States. David Szady, the FBI's assistant director for counterintelligence, was so dismayed by the level of Israeli spying in the late '90s that he called in the head of the Israeli Embassy's Central Institute for Intelligence and Special Activities (Mossad) office and told him, "Knock it off."</p><p>Pollard's name was in the news again on April 22, when former U.S. Army weapons engineer Ben-Ami Kadish was arrested for passing secrets to Israel. Kadish had been an agent run by Yosef Yagur, who directed Pollard. Yagur, under cover as a science attachÃ© at the Israeli Consulate General in New York, fled the U.S. in 1985 after Pollard was arrested, but remained in touch with Kadish.</p><p>The arrest revived suspicions that Israeli agents might still be operating inside the U.S., most particularly "Mega," whose cover name was revealed in an NSA-intercepted conversation between two Israeli intelligence officers. "Mega" was clearly at the policymaker level, as Kadish and Pollard frequently sought files by name or number. Someone more senior in Washington appeared to be directing the Israeli handlers toward sensitive information. Whoever "Mega" was, he is still at large.</p><p>Israeli Foreign Ministry spokesman Arieh Mekel sought to play down the allegations, noting, "Since 1985 there have been clear orders from prime ministers not to conduct these kinds of activities." The media obediently reported the disclaimer under headlines such as Agence France Presse's: "Israel says no spying on US since 1985." But the spokesman had not said that. He referred to "these kinds of activities," possibly meaning the recruitment of American Jews to work as Israeli intelligence agents. Mekel's half-hearted denial was a step removed from the Israeli government's reaction to the 2004 investigation of the American Israel Public Affairs Committee, when then Prime Minister Ariel Sharon and Foreign Ministry spokesman Mark Regev insisted that Israel "does not spy on the United States of America."</p><p>It's possible that Israel has largely demurred from recruiting American Jews as spies, but Tel Aviv's intelligence operations in the U.S. have undeniably continued. The magnitude of Israeli espionage is certainly known to some senior government officials and is hidden in classified files. But even evidence available in public records attests to widespread infiltration.</p><p>Spy operations run by a case officer directly involving a controlled agent are only one of many tasks delegated to an intelligence service. Other responsibilities might include tapping into communications networks, directing agents of influence in the foreign government who can enable favorable policy decisions, running covert actions that feed misleading information to the media, and arranging technology transfers that frequently rely on companies that are either fronts or co-operating with the intelligence service to obtain secret military or commercial information. Even if Israel has stopped recruiting American Jews-and that is by no means certain-it nevertheless continues to carry out many core intelligence operations in the United States.</p><p>Israel has little need to run agents of influence here as its intelligence officers, diplomats, and politicians already have unfettered access to policymakers. It has been reported that the Pentagon under Paul Wolfowitz and Doug Feith-both of whom have been investigated for passing classified information to Israel-took few steps to monitor Israeli visitors. Likewise, the Israeli Embassy has excellent access to the media. When it wants to plant propaganda or place stories intended to shape opinion in a direction favorable to Israel, the Mossad generally looks to the British press. Rupert Murdoch's Times group of newspapers and the Daily Telegraph, formerly owned by Conrad Black, have featured many articles that clearly originated with Israeli government sources. Such pieces are often picked up and replayed in the United States.</p><p>Virtually every U.S. government body concerned with security has confirmed that Israeli espionage takes place, though it is frequently not exposed because FBI officers know that investigating these crimes is frustrating and does no favors for their careers. But Israel always features prominently in the annual FBI report called "Foreign Economic Collection and Industrial Espionage." The 2005 report states, "Israel has an active program to gather proprietary information within the United States. These collection activities are primarily directed at obtaining information on military systems and advanced computing applications that can be used in Israel's sizable armaments industry." It adds that Israel recruits spies, uses electronic methods, and carries out computer intrusion to gain the information.</p><p>The focus on U.S. military secrets is not limited to information needed for the defense of Israel, as was argued when Pollard was arrested. Some of the information he stole was of such value that many high-ranking intelligence officers believe the Soviet Union agreed to the release of tens of thousands of Russian Jews for resettlement in Israel in exchange. In early 1996, the Office of Naval Investigations concluded that Israel had transferred sensitive military technology to China. In 2000, the Israeli government attempted to sell China the sophisticated Phalcon early warning aircraft, which was based on U.S.-licensed technology. A 2005 FBI report noted that the thefts eroded U.S. military advantage, enabling foreign powers to obtain hugely expensive technologies that had taken years to develop.</p><p>In 1996, ten years after the agreement that concluded the Pollard affair, the Pentagon's Defense Investigative Service warned defense contractors that Israel had "espionage intentions and capabilities" here and was aggressively trying to steal military and intelligence secrets. It also cited a security threat posed by individuals who have "strong ethnic ties" to Israel, stating that "Placing Israeli nationals in key industries ... is a technique utilized with great success." The memo cited illegal transfer of proprietary information from an Illinois optics firm in 1986, after the Pollard arrest, as well as the theft of test equipment for a radar system in the mid-1980s. A storm of outrage from the Anti-Defamation League led to the Pentagon's withdrawal of the memo, an apology that predictably blamed the language on "a low-ranking individual," and a promise that no similar warning would be written again.</p><p>But the issue of Israeli spying would not go away. Soon after, the General Accounting Office, the investigative arm of Congress, completed an examination of espionage directed against American defense and security industries. The report described how Israeli citizens residing in the U.S. had stolen sensitive technology to manufacture artillery gun tubes, obtained classified plans for a reconnaissance system, and passed sensitive aerospace designs to unauthorized users. An Israeli company was caught monitoring a Department of Defense telecommunications system to obtain classified information, while other Israeli entities targeted avionics, missile telemetry, aircraft communications, software systems, and advanced materials and coatings used in missile re-entry. Independently, a Defense Department source confirmed the GAO report, citing "dozens of other spy cases within the U.S. Defense industry." The GAO concluded that Israel "conducts the most aggressive espionage operation against the United States of any U.S. ally."</p><p>In early 2001, several federal government agencies noticed a series of intrusive approaches by Israelis who were ostensibly selling paintings. In June, the Drug Enforcement Administration made a compilation of the activities of the so-called "art students" in a classified report, which was later leaked. The report documents 125 specific attempts by Israelis to gain entry to government offices, residences of government employees, and even Defense Department facilities between January and June 2001. The Israelis "targeted and penetrated military bases" and were observed trying to enter federal buildings from back doors and parking garages. One detained Israeli was caught wandering around the federal building in Dallas with a detailed floor plan in hand. Many of those arrested were found to have backgrounds in "military intelligence, electronic surveillance intercept, or explosive ordnance units."</p><p>Now, there may have been an Israeli student subculture in the U.S. selling cheap reproductions. But it is also clear that the art-student mechanism was used by intelligence officers to provide cover for espionage. The students were organized in cells of eight to ten members that traveled in vans, which provide concealment for electronic equipment. Several of the students were able to afford expensive airline tickets to hop from plane to plane, two of them flying in one day from Hamburg to Miami, then to Chicago, and finally winding up in Toronto on tickets that cost $15,000 each. In Miami and Chicago, they visited two government officials to try to sell their art. Another student had in his possession deposit slips for $180,000. Six students used cellphones provided by a former Israeli vice consul. Many claimed to be registered at either the University of Jerusalem or the Bezalel Academy of Arts in Jerusalem, but not a single name could be connected to the student body list of Bezalel, and there is no University of Jerusalem.</p><p>It is plausible that the art students who were actually intelligence officers might have been seeking entry to DEA facilities to gain access to confidential databases. If the broader Israeli espionage effort was focused on Arabs in the United States, such information would be invaluable. The DEA report concluded cautiously that the Israelis "might well be engaged in organized intelligence gathering." Of the 140 art students arrested, most were deported for immigration violations. Some were just let go.</p><p>And then there are the movers. Urban Moving Systems of Weehawken, New Jersey was largely staffed by Israelis, many of whom had recently been discharged from the Israeli Defense Forces. As has been widely reported, three movers were photographed celebrating in Liberty State Park against the backdrop of the first collapsing World Trade Center tower. The celebration came 16 minutes after the first plane struck, when no one knew that there had been a terrorist attack and the episode was assumed to be a horrible accident. The owner of the moving company, Dominik Suter, was questioned once by the FBI before fleeing to Israel. He has since refused to answer questions.</p><p>Whether the movers and the art students had jointly pieced together enough information to provide a preview of 9/11 remains hidden in intelligence files in Tel Aviv, but the proximity of both groups to 15 of the hijackers in Hollywood, Florida and to five others in northern New Jersey is suggestive.</p><p>Speculation about 9/11 aside, it is certain that Urban Moving was involved in an intelligence- collection operation against Arabs living in the United States, possibly involving electronic surveillance of phone calls and other communications. When they were arrested, the five Israelis working for Urban Moving had multiple passports and nearly $5,000 in cash. They were held for 71 days, failed a number of polygraph exams, and were finally allowed to return to Israel after Tel Aviv admitted that they were Mossad and apologized.</p><p>Between 55 and 95 other Israelis were also arrested in the weeks following 9/11, and a number were reported to be active-duty military personnel. The FBI came under intense pressure from several congressmen and various pro-Israel groups to release the detainees. The order to free them came from Judge Michael Mukasey, now the U.S. attorney general. An FBI investigator noted, "Leads were not fully investigated" due to pressure from "higher echelons." According to one source, the White House may have made the final decision to terminate the inquiry. Though the investigation could have gone much farther, the FBI identified two of the Weehawken movers as Israeli intelligence officers and confirmed that Urban Moving was a front for Mossad to "spy on local Arabs." One CIA officer involved in the investigation concluded, "The Israelis likely had a huge spy operation."</p><p>In May 2004, there were two incidents involving Israelis in moving vans in proximity to U.S. nuclear facilities. One occurred in Tennessee near the Nuclear Fuel Services plant, which reprocesses nuclear waste from hospitals. The van was pursued by the local sheriff for three miles after refusing to pull over. The two fleeing Israelis, who threw a bottle containing an accelerant, had in their possession Israeli military ID's and false U.S. documents. In the second incident, two movers in a van tried to enter the Kings Bay Naval Submarine Base in Georgia, which is home to eight Trident nuclear submarines, but were arrested when dogs detected drugs inside their vehicle. The men had military ID's and false documents. There was no follow-up by the FBI even though both incidents were reported to federal authorities.</p><p>There have also been reports of intensive targeting of U.S. government facilities overseas. In late 2001, State Department security noted a series of incidents at diplomatic missions and military bases, all involving Israelis. It described many of the incidents as "bizarre." In one instance, French police arrested several Israelis at 2 a.m. after they were observed taking numerous photos of the U.S. embassy in Paris. As it was dark, their behavior was unusual to say the least-or perhaps not since it was revealed that the Israelis were using infrared film to detect communications equipment in the embassy.</p><p>In August 2004, the media discovered an FBI investigation, begun in 1999, involving Pentagon intelligence analyst Larry Franklin. He had openly met Israeli Embassy intelligence officer Naor Gilon as well as two AIPAC officials, director Steve Rosen and chief analyst Keith Weissman. He pleaded guilty in October 2005 to revealing classified information and is now serving a 12-year prison sentence. Rosen and Weissman are currently on trial. If the prosecution is correct, Franklin passed classified information relating to Iran to both AIPAC employees, who in turn provided the information to the Israeli Embassy. The defense has argued that such exchanges are routine in Washington, particularly between close allies such as Israel and the U.S., but that is a dubious reading of events. Passing classified information and documents is not the same as casual political conversation over a cup of coffee. If Israel had stopped spying on the United States, Gilon should have refused to receive the information provided by Franklin. He might even have gone through official channels to report Franklin's activity. He did neither. Nor did Rosen and Weissman object when they received information that they knew to be classified. Instead, they passed it on to the Israelis.</p><p>In June 2006, it was revealed that the Pentagon had begun to deny security clearances to American Jews who had family in Israel. Israelis seeking security approval to work for American defense contractors were also finding it increasingly difficult to obtain clearances. A Pentagon administrative judge overruled an appeal by one of the Israelis, stating, "The Israeli government is actively engaged in military and industrial espionage in the United States. An Israeli citizen working in the US who has access to proprietary information is likely to be a target of such espionage."</p><p>Israel conducts much of its high-tech spying through its corporate presence in the United States. It is heavily embedded in the telecommunications industry, which permits access to the exchange of information. The Whitewater investigation revealed that President Bill Clinton warned Monica Lewinsky that their phone-sex conversations might have been recorded by a foreign government. That foreign government would have been Israel, where government and business work hand-in-hand in the high-tech sector, and many former government officials and military officers hold senior management positions. The corporations, in return, receive large contracts with the Israeli government and the Israel Defense Forces.</p><p>Two Israeli companies in particular-Amdocs and Comverse Infosys, both of which are headquartered in Israel-do significant business in the United States. Amdocs, which has contracts with the 25 largest telephone companies in the U.S. that together handle 90 percent of all calls made, logs all calls that go out and come in on the system. It does not record the conversations themselves, but the records provide patterns, referred to as "traffic analysis," that can provide intelligence leads. In 1999, the National Security Agency warned that records of calls made in the United States were winding up in Israel. Amdocs also has an apparent relationship with some of the art students who were arrested in 2001. Several were provided with bond money by an Amdocs executive.</p><p>Comverse Infosys provides wiretapping equipment to law enforcement throughout the United States and also has large contracts with the Israeli government, which reimburses up to 50 percent of the company's research and development costs. Because equipment used to tap phones for law enforcement is integrated into the networks that phone companies operate, it cannot be detected. Phone calls are intercepted, recorded, stored, and transmitted to investigators by Comverse, which claims that it has to be "hands on" with its equipment to maintain the system. Many experts believe that it is relatively easy to create a so-called "back door" that permits the recording to be sent to a second party, unknown to the authorized law- enforcement recipient. And Comverse equipment has never been inspected by FBI or NSA experts to determine whether the information it collects can be leaked, reportedly because senior government managers block such inquiries.</p><p>According to a Fox News investigative report, which was later deleted from Fox's website under pressure from various pro-Israel groups, DEA and FBI sources say that even to suggest that Israel might be spying using Comverse "is considered career suicide."</p><p>A number of criminal investigations using Comverse equipment have apparently come to dead ends when the targets abruptly change their telecommunications methods, suggesting at a minimum that Comverse employees might be leaking sensitive information to Israeli organized crime.</p><p>The chickens occasionally come home to roost. In 2002, Israeli espionage might have been directed against the U.S. Congress, which has so assidiously ignored Tel Aviv's spying. Congressman Bob Ney, currently in prison for corruption, arranged a noncompetitive bid for the Israeli telecommunications company Foxcom Wireless to install equipment to improve cellphone reception in the Capitol and House office buildings. Foxcom, based in Jerusalem, has been linked to imprisoned lobbyist Jack Abramoff. Telecommunications security experts note that equipment that can be used to enhance or improve a signal can also be used to redirect the phone conversation to another location for recording and analysis. The possibility that someone in the Israeli Embassy might be listening to congressmen's private phone conversations is intriguing to say the least.</p><p>Some might argue that collecting intelligence is a function of government and that espionage, even between friends, will always take place. But the intensity and persistence of Israeli spying against the United States is particularly disturbing since Israel relies so heavily on American political and military support.  Other allies like Britain, France, and Germany undoubtedly have spies in Washington, but there is a line that they do not cross.</p><p>Given the stakes involved, it would be reasonable for the United States to quietly offer Israel's leaders a choice. They can continue to receive billions of dollars in aid, or they can persist in spying against their greatest benefactor. The only thing I can come up with would be to have access to millions of dollars in advertising funds. src="http://www.haaretz.com/hasite/images/iht_daily/D300505/condyaipac160.jpg" alt="U.S. to indict two senior AIPAC officials under Espionage Act" align="left" vspace="4" hspace="4" />By Nathan Guttman, Haaretz Correspondent WASHINGTON - The U.S. Justice Department is expected to file indictments against two former senior staffers at the American Israel Public Affairs Committee (AIPAC) - Steve Rosen and Keith Weissman - and, according to sources familiar with the affair, the charges will be subsumed under the Espionage Act.</p><p>A Virginia grand jury is now examining the evidence in the case, which involved receipt of classified defense information from Larry Franklin, a Pentagon official, and its transfer to the representative of a foreign country, Naor Gilon, of the Israeli embassy in Washington.</p><p>Sources involved in the case confirmed that the Espionage Act is on the agenda. But there is also the possibility that the Justice Department is raising the intention to use that law with the purpose of reaching a plea bargain concerning a lesser offense, albeit one that is still covered by anti-espionage legislation in the U.S.</p><p>Presumably, if indeed such an indictment is filed against two former top-level AIPAC staff members, then Gilon's name will come up, even though he is not a suspect. Israeli officials say he was never questioned in the affair. Gilon heads the political department at the embassy.</p><p>According to the sources, the grand jury will submit indictments in the coming weeks against Rosen, the former head of foreign policy for the lobbying organization, and against Weissman, who was responsible for the Iranian brief in AIPAC. The grand jury is expected to hand down its indictment against Franklin this week. He is suspected of handing over the classified information. That indictment is expected to be similar to the criminal complaint already filed by the FBI.</p><p>The classified material is said to involve information about Iranian intentions to harm American soldiers in Iraq, and it was supposedly given to the two former AIPAC staffers during lunch in Virginia on June 26, 2003.</p><p>But suspicions against Rosen and Weissman focus on a meeting a year later, on July 12, 2004. Franklin was cooperating by then with the FBI, which had threatened him with an indictment after tracking his earlier meetings with the AIPAC men, discovering the alleged hand-over of secret information. He agreed to take part in a sting operation in which he would give the two information and the investigators would then follow them.<span
id="more-672"></span></p><p>Franklin called Weissman and asked for a meeting to discuss an important subject. At the meeting, in a mall near the Pentagon, Franklin told Weissman that Iranian agents were trying to capture Israeli civilians working in the Kurdish area in northern Iraq. Around the same time there had been conflicting reports in Washington about an Israeli presence in Kurdish Iraq. Journalist Seymour Hersh of The New Yorker had written that Israelis were operating there, but Israel - and the Americans -denied it.</p><p>At the meeting, Franklin told Weissman that the information was classified. This is significant in terms of the investigation, since it prevents the AIPAC men from claiming in their defense that they did not know they were dealing with state secrets.</p><p>Weissman left the meeting and went straight to Rosen's AIPAC office at Capitol Hill. He said it was a matter of life or death, and that Israeli lives were in immediate danger. The two made three phone calls: to an administration official, to Glenn Kessler of The Washington Post, and to Gilon, at the embassy. Rosen told Gilon about the information and the Israeli official promised he would look into it. All of those calls were wiretapped by the FBI and are part of the case against Rosen and Weissman.</p><p>Plato Cacheris, Franklin's lawyer, confirmed to The New York Sun this weekend that his client indeed took part in the sting operation and said that the investigators appealed to Franklin's sense of patriotism to win him over.</p><p>The fact that Rosen and Weissman, as American citizens, handed information to an official representative of a foreign power while nowing it was classified is incriminating under the 1917 Espionage Act, which defines as a crime receipt of classified information for the purpose of helping any foreign entity.</p><p>The estimated 500 cases involving prosecution of this crime over the last 90 years have always focused on the accused party initiating receipt of the information and on the damage done to the U.S. as a result. In this case, Franklin initiated the transferal of information - and there is no clear-cut evidence regarding the damage done to the U.S.</p><p>Rosen, who was under FBI surveillance for at least four years, is now planning his defense with the help of high-profile attorney Abby Lowell. He does not want a plea bargain and prefers to fight it out in court, so he can prove his innocence and go back to work for the lobby.</p><p>A decisive factor regarding the future of the case will be the extent of the cooperation between Franklin and the investigators. If Franklin depicts his relationship with Weissman and Rosen as close, and one in which he was asked to provide information, it will help the prosecution. Rosen and Weissman claim that the connection with him was minimal and mostly involved trading professional assessments. (Franklin met with Rosen three times, and more often with Weissman.)</p><p>But Franklin is not believed right now to be cooperating fully and he faces two charges: one for handing over the information in 2003, and the other for the illegal possession of 83 classified documents at his home in West Virginia. The maximum punishment for each of the charges is 10 years in prison. If he cooperates with the investigation, the punishment could be significantly reduced.</p><p>AIPAC will presumably be discussed in the actual trials. But right now, at least, it does not appear the organization itself will be charged. AIPAC leaders have taken a series of steps to cut themselves off from the two former officials suspected in the case. Sources close to the case say the prosecution posed four conditions to AIPAC, which would guarantee that it would not be involved in the indictments: a change of working methods to ensure that such incidents don't happen<br
/> again; the firing of the two officials and public disassociation from them; no offers of high severance or anything else to make it appear the two quit of their own volition; and no financing of their legal defense.</p><p>AIPAC has abided by the first three conditions - and the severance pay offered the two was considered very low, considering the many years they worked for the lobby. But it is said to be helping with their legal fees, indirectly, through its own law firm.</p><p>AIPAC's decision to cooperate with the investigators' demands and to fire the two officials was made after it became evident that the FBI had tape-recordings showing that Franklin explicitly said that the material was secret. AIPAC's assessment was that it would be difficult for the organization to continue working on Capitol Hill, and with the administration, while two of its senior officials are facing such charges.</p><p>Although the inquiry is not focused on AIPAC, it is possible the organization will be dragged into the affair when the trial begins. href="http://story.news.yahoo.com/news?tmpl=story2&#038;u=/nm/20040827/pl_nm/security_usa_spy_dc">a possible Israeli spy in the Pentagon</a>.</p><blockquote><p>WASHINGTON (Reuters) - The FBI believes Israel has a spy at the very highest level of the Pentagon who may have sought to influence U.S. policy on Iran and Iraq, CBS News reported on Friday.</p><p> The Israeli embassy immediately denied the report.</p><p> “The FBI has a full-fledged espionage investigation under way and is about to ... roll up someone agents believe has been spying, not for an enemy, but for Israel, from within the office of the secretary of defense (Donald Rumsfeld),” the network reported.</p><p> CBS News said the FBI believed it had solid evidence the suspected mole supplied Israel with classified material that included secret White House deliberations on Iran. The network described the spy as “a trusted analyst” assigned to a unit within the defense department tasked with helping develop the Pentagon’s Iraq policy. It said the analyst had ties to top Pentagon officials Paul Wolfowitz and Douglas Feith, both regarded as leading architects of the war on Iraq.</p><p> Asked about the CBS report, a spokesman for the Israeli embassy told reporters: “We categorically deny these allegations.
