The U.N. must reform its charter regarding the Security Council’s membership and abolish the Veto structure and adopt resolutions by majority vote. It must be funded in large part by the southern hemisphere nations, especially the wealthy Arab oil nations, to remove the constant American threat to defund the organization. Perhaps even consider moving its headquarters outside of the U.S.

However, the Lebanese government would be better served by viewing the camp as a chance to radically change the traditionally conflict-ridden relationship in which Palestinians are only viewed as a “security issue.” This could be achieved by respecting Palestinians’ civil rights and seriously engaging in the reconstruction of the camp.

Nonetheless, HRC’s Committee of Experts remains active, headed by John Dugard, former UN Special Human Rights Rapporteur for Occupied Palestine. However, whether or not it will matter is worrisome, given forces for delay, obstruct and whitewash in control. Wresting it from them may prove insurmountable, but serious efforts must be made to try. Otherwise, predictable consequences will follow, assuring violence, unaccountability and injustice.
