Why Europe Fears the North African Uprisings

By Behzad Yahmaian * | Sabbah Report | www.sabbah.biz

While millions in the worl are celebrating the popular uprisings in North Africa, Europe is watching with skepticism and fear. The fall of the African dictators will deprive Europe of valuable allies in the fight against irregular migration. The political vacuum and the social and economic instability that follows will create a new wave of desperate migrants daring the high seas to reach the coats of Europe. This will deepen the immigration crisis Europe has been trying hard to manage in recent years. Europe is responding with an increased use of force. A new humanitarian crisis is looming.

Devastated by war and poverty, thousands of Sub-Saharan Africans have been leaving home on a torturous and long journey north every year. Arriving in Morocco, Tunisia, or Libya, they recuperate from the journey fatigue, pay human smugglers, and climb aboard flimsy boats heading to Italy or Spain. Many fall victim to high waves and deadly storms. The survivors join the army of asylum seekers, or undocumented workers in big cities across the continent.

Removing and returning the migrants to their places of origin or the last country they left before entering Europe has proven impractical. As a result, preventing the Africans from reaching Europe has become a policy priority in recent years. To block their arrival, European states have been signing bilateral agreements with North African dictators, recruiting them to guard the EU borders in return for financial assistance.

In a bilateral agreement with Zine Al-Abidine Ben Ali, Italy pledged financial support in exchange for help in preventing African transit immigrants and Tunisians from leaving for Europe. Zine Al-Abidine Ben Ali's fall ended the agreement. Border control collapsed in Tunisia and 5000 Tunisians arrived in the Italian port of Lampedusa. Although in much smaller numbers, Egyptians have been leaving their homes and heading to Italy. Egypt remains politically and economically unstable. The continuation of the situation will only increase the number of Egyptians opting for survival in Europe.

In a 2003 agreement between Spain and Morocco, Moroccan authorities pledged full cooperation in migration control in return for $390 million in aid. Two years later in September 2005, Moroccan soldiers and Spanish guards fired at hundreds of Africans trying to enter the enclaves of Ceuta and Melilla. Gun shots killed 11 migrants and injured many more. The North African protest movement has already reached the streets of Morocco. Here too, the future of the bilateral pact to stop African migration is at jeopardy.

The most notable of the bilateral agreements with North African dictators was the "Friendship Pact" signed between Italy and Libya on August 30th, 2008. The two countries pledged increase cooperation in "fighting terrorism, organized crime, drug trafficking, and illegal immigration." Muammar Gaddafi agreed to keep African migrants from leaving its frontiers for Italy, and readmit to Libya those intercepted in international waters. The price tag for this service was $5 billion Italian investment, and six patrol boats to police the waterways between Africa and Europe.

On May 6, 2009, the Italian coastguard and naval fleet interdicted a migrant boat in high seas and forcefully returned the passengers to Libya. Italy's interior minister Roberto Maroni hailed the act an "historic day" in the fight against illegal immigration. Among the passengers were vulnerable women and children, those in need of medical assistance, and those with legitimate cause for asylum and international protection. The Human Rights Watch has reported widespread abuse, physical violence, torture of returned migrants in Libya. In some cases, the Libyan authorities sold the Africans to human smugglers who kept them in private jails and released them after receiving money from their families.

The political turmoil in North Africa is also threatening the future of the "Friendship Pact." Mummar Qaddafi has threatened his unilateral cancellation of the agreement if the European governments did not stop criticizing his violent suppression of the Libyan protesters. Qaddafi's armed forces killed hundreds of protesters in recent days. Meanwhile, the anti-government protests are raging in different parts of Libya. The future of the Libyan dictator remains unclear.

On February 15th, the Italian Ministry of Interior sent a formal request for help to Frontex, the European Union's border security agency. On February 20th, Frontex launched the Joint Operation Hermes 2011 with the deployment of additional aerial and maritime assets from Italy and Malta to combat the flow of illegal immigrants from North Africa.

Muammar Gaddafi may succeed in crushing the uprising by the use of extreme force. The dictator's fall will be, however, an irrevocable blow to Europe's current migration policy. The loss of Europe's hired gun in the fight against irregular migration will lead to a more open confrontation between the EU armed guards and the African migrants in high seas. How far will Europe go to stop the African from reaching its frontiers?

"The United States is the real victim of WikiLeaks. It's an action aimed at discrediting them."
--Franco Frattini, Foreign Minister of Italy

The impact of the WikiLeaks release of diplomatic cables fits the behavior profile of those well versed in game theory warfare.

When Israeli mathematician Robert J. Aumann received the 2005 Nobel Prize in economic science for his work on game theory, he conceded, "the entire school of thought that we have developed here in Israel" has turned "Israel into the leading authority in this field."

The candor of this Israeli-American offered a rare insight into an enclave long known for waging war from the shadows. Israel's most notable success to date was "fixing" the intelligence that induced the U.S. to invade Iraq in pursuit of a geopolitical agenda long sought by Tel Aviv

When waging intelligence wars, timing is often the critical factor for game-theory war planners. The outcome of the WikiLeaks release suggests a psy-ops directed at the U.S.

Why now? Tel Aviv was feeling pressure to end its six-decade occupation of Palestine. With this release, its foot-dragging on the peace process was displaced with talk of an attack on Iran.

While the U.S. bore the brunt of the damage, the target was global public opinion. To maintain the plausibility of The Clash of Civilizations, a focus must be maintained on Iran as a credible Evil Doer.

With fast-emerging transparency, Israel and pro-Israelis have been identified as the source of the intelligence that took coalition forces to war in Iraq. Thus the need to shift attention off Tel Aviv.

WikiLeaks may yet succeed in that mission.

Foreseeable Futures

Game theory war planning aims to create outcomes that are predictable-within an acceptable range of probabilities. That's why Israeli war planners focus on gaining traction for a plausible narrative and then advancing that storyline step by gradual step.

For the Zionist state to succeed with its expansionist agenda, Iran must remain at center stage as an essential villain in a geopolitical morality play pitting the West against Islamo Fascists.

To displace facts with false beliefs-as with belief in the intelligence that induced the invasion of Iraq-momentum must be maintained for the storyline. Lose the plot (The Clash) and peace might break out. And those deceived may identify the deceiver.

Thus the timing of this latest WikiLeaks release. Its goal: to have us believe that it is not Tel Aviv but Washington that is the forefront of geopolitical duplicity and a source of Evil Doing.

Intelligence wars rely on mathematical models to anticipate the response of those targeted. With game theory algorithms, reactions become foreseeable-within an acceptable range of probabilities.

Control enough of the variables and outcomes become a mathematical inevitability.

The WikiLeaks Motive

Was the reaction to this latest WikiLeaks foreseeable? With exquisite timing, the U.S. was discredited with an array of revelations that called into question U.S. motives and put in jeopardy U.S. relations worldwide.

As the Italian Foreign Minister summarized: "The news released by WikiLeaks will change diplomatic relations between countries."

The hard-earned trust of the Pakistanis disappeared overnight. Attempts to engage Iran were set back. The overall effect advanced The Clash storyline. If Washington could so badly misread North Korean intentions, then why is the U.S. to be trusted when it comes to a nuclear Iran?

This Wiki-catalyzed storyline pushed Israel off the front page in favor of Iran.

Even U.S. detainees at Guantanamo are again at issue, reigniting that shameful spectacle as a provocation for extremism and terror. U.S. diplomats will now be suspected of spying and lying. What nation can now trust Americans to maintain confidences?

In short, the risks increased for everyone.

Except Israel.

Should Israel launch an attack on Iran, Tel Aviv can cite WikiLeaks as its rationale. Though an attack would be calamitous from a human, economic and financial perspective, even that foreseeable outcome would be dwarfed by the enduring hatred that would ensue.

That too is foreseeable-from a game theory perspective of those marketing The Clash.

The effect of the U.S. invasion of Iraq was predictable. King Abdullah of Saudi Arabia foresaw it, noting simply that the U.S. invasion would "give Iraq to Iran as a gift on a golden platter."

With the elimination of Sunni leader Saddam Hussein, the numerically dominant Shiites of Iraq were drawn into the political orbit of the Shiite-dominant Iran.

Game theorists focus their manipulation of affairs on their control of key variables. Then events take on a life all their own. The impact of this discrediting release was wide-ranging and fully foreseeable.

A Mossad case officer explained Israel's success at waging war by way of deception: "Once the orchestra starts to play, we just hum along."

These, after all, are the leading authorities in the field.

According to the piece:

The photos, taken by members of the Tazpit Unit, were shot on Palestinian land Friday, near the Neveh Tzuf settlement. The images allegedly show Palestinians and left-wing activists cutting down Palestinian olive trees using an electric saw.

Many so-called ‘Price Tag' acts targeting Palestinians were recorded in the last few weeks, and the settlers now claim they were staged by the Palestinians themselves and intended to harm the settlers' image.

From this evidence we are expected to deduce that these men could possibly be “leftists” (is it that they carry their saws in an apologetic, bleeding-heart liberal sort of way?), and that they attempted to perpetrate this ruse in broad daylight, with no apparent interest in hiding their activity. We are expected to conclude that, while staging the crime, they thought it best to place the branches they cleanly sawed from their olive trees in neat piles, perhaps as a way of implicitly commending settlers for their organizational skills.

We are also expected to suspend our knowledge of the recent culmination of the olive harvest, and of the proper procedures for the maintenance of post-harvest trees.

Here is another example of staged settler violence:

Okay, I lied. It is actually a picture of pruned olive branches from an Italian grove immediately after the harvest season. You can find it here, in a blog dedicated to olive oil and wine from the Sabine Hills in Italy. The post explains:

Pruning olive trees can take place anytime from the Autumn to early spring, depending on factors such as the type of olive, the yield of the previous year and the condition of the tree.

The pruned branches are then collected into piles between the trees. The leaves are then either burnt, or used to produce cosmetics or complimentary health remedies.

As readers, we are also expected to disregard this video, posted by the creator of Olive Abacus, a “permanent online olive information repository” dedicated to “shedding light on all issues related to olives.”
In the video’s first seconds our narrator “Olive Branche” illuminates:

Each year, immediately after the olive harvest in Andalucía, Spain, the trees are pruned of their older branches making way for the younger, more productive ones. As an olive branch ages, it becomes less productive, requiring pruning. Pruning allows more sunlight into more areas of the tree. It also increases the quality and quantity of fruit the tree produces.

The video then cuts to an image of a masked man with a chainsaw, cutting olive branches and placing them to the side. At 2:56 we are shown neat piles of branches (where have we seen this before?), which will then be disposed of.

In essence, we are expected to be utterly devoid of critical thought in order to believe such a wild story. We are supposed to ignore the fact that settler violence against Palestinians is well documented by human rights organizations. We are called upon, instead, to believe that Palestinians are actually victimizing themselves, despite the fact that they reap nothing from such action. No arrests are made in connection with violence against Palestinian property. Police rarely even go through the motions of investigation, and if they do so, perpetrators are never brought to justice.

For most families, they are lucky if they even have access to their farm land, considering blockage by ever-encroaching settlements and the security apparatus they bring along. When they are allowed onto their own land, these olives can be the only source of income they have. If no one compensates them for their losses, if no one but a few human rights organizations and activists even care to notice this long history of abuse, and if abusers are systematically absolved of responsibility, what, exactly, do those who “staged” this vandalism stand to gain? As readers, we must stifle these questions. We wouldn’t want to be construed as “leftists” now would we?

Biopsies from 32 victims conducted at three universities: Rome (Italy), Chalmer (Sweden) and Beirut (Lebanon)

Toxic and carcinogenic metals, able to produce genetic mutations, have been found in the tissues of people wounded in Gaza during Israeli military operations of 2006 and 2009. The research has been carried out on wounds provoked by weapons that did not leave fragments in the bodies of the victims, a peculiarity that was pointed out repeatedly by doctors in Gaza. This shows that experimental weapons, whose effects are still to be assessed, were used.

The researchers compared the quantity of 32 elements present in the tissues through ICP/MS (a type of highly sensitive mass spectrometry) . The job, carried out by laboratories of Sapienza University of Rome (Italy), Chalmer University (Sweden) and Beirut University (Lebanon), was coordinated by the New Weapons Research Group (Nwrg), an independent committee of scientists and experts based in Italy, who is studying the use of unconventional weapons and their mid-term effects on the population of after-war areas. The relevant presence of toxic and carcinogenic metals found in the wound tissues points to direct risks for survivors, but also to the possibility of environmental contamination.

Biopsies of tissues were performed by doctors of Shifa hospital, in Gaza city, who selected and classified the type of wounds. Research was conducted on 16 tissue samples belonging to 13 victims. Four biopsies were taken in June 2006, during the operation "Summer Rains", while the others were taken in the first week of January 2009, during the operation "Cast Lead". All tissues were appropriately preserved and then examined by each of the three universities.

Tissues belong to four types of wound: amputation (marked with an "A" in the study), charred (C), burns (B), multiple piercing wounds by white phosphorus (M). The following elements were found in quantities well beyond normal:

Alluminium, titanium, copper, strontium, barium, cobalt, mercury, vanadium, cesium and tin in samples of A and C wounds;

Alluminium, titanium, copper, strontium, barium, cobalt and mercury in M wounds;

Cobalt, mercury, cesium and tin in B wounds;

Lead and uranium in all wound types;

Barium, arsenic, manganese, rubidium, cadmium, chromium and zinc in all but M wounds;

Nickel in A wounds.

Some of these elements are carcinogenic (mercury, arsenic, cadmium, chromium, nickel and uranium), others are potentially carcinogenic (cobalt and vanadium), others are also fetotoxic (alluminium, copper, barium, lead and manganese). The first ones can produce genetic mutations; the second ones can have the same effect on animals, but they are not proven to do the same on people; the third ones have toxic effects on people ad can affect either the embryo or the foetus in pregnant women. All metals found in high amounts have pathogenic effects on human respiratory organs, kidney and skin and affect sexual and neurological development and functions.

The combination of metals in each type of wound is referred to as a "metal signature", as shown in the following picture:

"Nobody - says professor Paola Manduca, spokesperson for the New Weapons Research Group, genetics teacher and researcher at the University of Genoa - had never conducted bioptic analysis on tissue samples from wounds. We have focused on wounds made by weapons that do not leave fragments, as the doctors from Gaza reported on them repeatedly. We wanted to verify the presence of metals that remained on the skin and in the derma. It was suspected that these metals were present in the weapons that leave no fragments, but it had never been demonstrated before. To our surprise even the burns provoked by white phosporus contain high amount of metals. Moreover, the presence of these metals in the weapons implies that they have been dispersed in the environment, in unknown amounts and range; they have been inhaled by the victims and by bystanders, thus constituting a risk for survivors and for people that were not directly hit by the bombing."

The research follows two previous studies conducted by Nwrg. The former was published on December 17th 2009 and stated the presence of toxic metals in areas around the craters provoked by the Israeli bombing on Gaza Strip. The latter was published on March 17th 2010 and it pointed out the presence of toxic metals in hair samples of Palestinian children of Gaza Strip area hit by Israeli bombings. Both point to the presence of environmental contamination, aggravated by the living conditions on the ground and often in shelters exposed to wind and dust, due to the impossibility to rebuild housing imposed by the Israeli blockade to the entrance of needed building materials and tools.

Get involved!

Efforts like the Gaza World Cup, as cliché as it sounds, are only as strong as those who choose to seize the opportunity and get involved. Some have joined because they live in Gaza and know what the siege is doing to the long-term hope for peace. Yet so have many foreigners, as, whether they live in Gaza or have never been here, they can identify with what it feels like to suffer. Many others of varying religions are getting involved because they believe that faith should steer us towards respecting each other's humanity, not discourage it. And finally, a lot of newcomers to the Middle East are taking an interest simply because they're dumbfounded that none of the traditional powers have made any progress in the region over the last 60 years - and they want to help try something new - anything new - in the hopes that we can finally start to change direction in the Middle East. So for whatever reasons you're interested in supporting the Gaza World Cup, your involvement is warmly welcomed.

BRIDGING THE GLOBAL GAPS

Forming the core of the Gaza World Cup will be a partnership between 16 professional football clubs in Gaza and an equal number of foreigner amateurs residing in Gaza for various humanitarian purposes. The 16 Gazan clubs include each of the 14 first-level teams, and, if needed, the two highest ranking second-level teams. The availability of these 352 players will provide the backbone to ensure that the tournament is successful in both the caliber of play, as well as ensuring the event retains a strong local character.

Balancing out the teams begins with 250 international humanitarian workers and journalists from primarily Western countries currently residing in Gaza. Non-regional internationals currently based in Gaza and participating in the tournament include citizens of Britain, France, Holland, Ireland, Italy, Spain, Switzerland, and the United States. Including these 125 potential players, along with encouraging outside journalists and other professionals with travel coordination residing abroad to journey to Gaza specifically to participate, the non-Arab participation goal is 100 players.

Regional participation will add a further layer of international solidarity to the tournament. With considerable numbers of Algerians, Egyptians, Jordanians, and Turks living in Gaza, a further six teams will play alongside the Palestinian team. The goal for regional participation, beyond Gazans, is 100 players.

In total, 400 players comprising 16 teams are planned, with 200 holding Palestinian nationality and 200 from other countries. And while a non-political event, it should be noted that a wide variety of Palestinian political factions are expected to join together and contribute players within the Palestinian half, promoting national unity over their own political agendas.

The teams involved are Algeria, Egypt, England, France, Germany, Holland, Ireland, Italy, Jordan, Palestine, Russia, Serbia, South Africa, Spain, Turkey, and the USA.

COMMUNITY INVOLVEMENT

Beyond direct player participation, the tournament will also extensively involve and unite many unique communities within the larger Gazan society. First off, each of the 15 matches will be free and open to the public, welcoming both men and women. And while all events will be confined to Gaza City for logistical reasons, it is widely believed that each of the 16 club teams from throughout Gaza will attract their own local fan base to the events.

A second goal of the tournament is to highlight the resilient strength and culture of Gaza, with a special focus on partnering art and technology with sport. Each aspect of the project, from designing logos, to billboards, to each of the 16 "national" jerseys, will be supported by local artists and graphic designers. And the winning team members will find themselves honored by a trophy hand-crafted from the reclaimed iron of Gazan wreckage, as well as intentionally celebrated by the skilled local tradition of urban graffiti. Each step will then subsequently be featured technologically, with a considerable effort to promote all aspects of the tournament online and in the media, supported extensively behind the scenes by local university students and recent technological graduates.

PS. I always said this, and it's good to repeate it again. I don't HATE America or Americans, contrary, I love them and some of my best friends are Americans. What I hate is their dictatorship system. I don't really like to see "The End of America", but like Naomi Wolf, I'll be overwhelmed to see their dictatorship behind bars.

By Meron Rapoport, Haaretz Correspondent

An investigative report to be aired on Italian television Wednesday raises the possibility that Israel has used an experimental weapon in the Gaza Strip in recent months, causing especially serious physical injuries, such as amputated limbs and severe burns.

The weapon is similar to one developed by the U.S. military, known as DIME, which causes a powerful and lethal blast, but only within a relatively small radius.

The Italian report is based on the eyewitness accounts of medical doctors in the Strip, as well as tests carried out in an Italian laboratory. The investigative team is the same one that exposed, several months ago, the use by U.S. forces in Iraq of phosphorous bombs, against Iraqi rebels in Faluja...
